Flow’s significant involvement in investigating options for an additional Waitemata Harbour Crossing for the NZ Transport Agency (in partnership with KiwiRail) includes a study to examine the business case for a bridge, or alternatively a tunnel, between the Central Motorway Junction in the city centre and Esmonde Road on the North Shore.


A challenge for assessing options was to understand the effects of an additional crossing.


As part of the wider project team, Flow was responsible for detailed traffic modelling and the assessment of effects. This assessment included the effects of a new crossing on the operation of local road networks, and identifying walking and cycling issues and opportunities.

With regards to potential active transport opportunities, Flow assessed the potential demand for walking and cycling trips in association with the additional crossing. The aim of the assessment was to identify gaps in current and proposed infrastructure to be addressed before the implementation of the third crossing.

Investigations for improved pedestrian and cycling facilities were recommended as a result of the assessment.
