"Auckland Regional Land Transport Strategy 2009 - TDM Content"

The Auckland Regional Council’s Regional Transport Committee (RTC) is preparing a new Regional Land Transport Strategy (RLTS) for the Auckland region. This will set the direction for the region’s transport system for the next 30 years, and identify the actions that are needed to achieve an affordable, integrated, safe, responsive, and sustainable land transport system that can support the future growth of the region, and cope with the economic, social and environmental changes that we face.
The legislative basis for the RLTS is contained in the Land Transport Management Act 2003, as amended in 2008, which requires the RLTS to include a TDM Strategy. This paper summarises the work undertaken to date to support the development of a new TDM strategy for inclusion in the RLTS 2010.
The RLTS 2010 TDM Strategy envisages the use of a wide range of policies to manage the demand for travel. The LTMA 2003 requires the testing of regional strategic options to determine how well each option delivers against the NZTS targets. Since all TDM initiatives contribute positively towards achieving the long term targets, TDM inputs are considered a ‘base’ factor, and are included in all transport options being considered.
At the time of writing, it has been agreed by the RTC that a ‘high’ TDM transport modeling input (ie mode shift from single occupancy vehicles to active modes or public transport) would be pursued. Some numbers have been used for initial testing, however these numbers have not been formally reported, and are subject to further input.
The main focus of this paper is to describe a wider range of TDM initiatives that are expected to contribute towards regional objectives and targets set out in the GPS and NZTS mainly; school travel initiatives, work travel initiatives, community travel initiatives, walking infrastructure, cycling infrastructure.
