"Parking as an effective TDM Measure"

It is probably not an exaggeration to state that without effective parking demand and supply management policies and strategies, it will not be possible to achieve the Auckland region’s integrated land use and transport strategy. Equally, parking is a key element of a sustainable transport system. Despite this, parking has been largely neglected as a TDM measure and most district plans still treat parking supply as if we were still living in the days of ‘predict and provide’.

The paper discusses current shortcomings in policies and actions relating to parking management and discusses some of the reasons for this. It then identifies measures for changing the situation including parking management, pricing and regulation.
