"The way forward for successful travel planning in New Zealand."


This paper draws from UK and New Zealand experience on the development of both compulsory and voluntary travel plans. The research will include an evaluation of case studies and highlight the key drivers of successful travel plans. There will be analysis of the benefits and disadvantages of both voluntary and compulsory travel plans models including case studies on work place and school travel plans in the UK.

Based on our practical experience of developing the Beca Travel Plan and other case studies, the paper will cover all Travel Planning stages including:
  • travel plan guidance,
  • progressing travel plans,
  • implementing actions,
  • links to the planning process,
  • monitoring travel plans, and
  • keeping momentum going (resources).
The key element that will be explored in this paper are the key motivators for developing travel plans i.e. reducing travel congestion and the success of building plans on that basis. The paper will finish by providing recommendations on what key targets should be used and future travel plan policy options, as well as discussing the evolution of travel plans and tools for developing successful travel plans in New Zealand.
