"Where Travel Plans fit into the wider Travel Demand Management framework."


Travel Plans are being developed either as a requirement of Resource Management consents or by businesses wanting to reduce the impact of their employees commuting.  While the Travel Plans may well provide the outcome they were designed for, deeper analysis shows that in many cases they are superficial requirements that have very little legal standing, and in many cases are in contradiction to the District Plans of the controlling authority.  The paper will examine the wider TDM framework and outcomes that are required in an area, how Travel Plans would fit into that framework and how District Plans would need to change to support this outcome.  The paper would utilise work undertaken on the Rotorua Travel Demand Strategy as an example of this work, and utilise other examples within New Zealand and internationally.
