Accessibility is the underlying principle behind the Integrated Transport Strategy being developed by Council (for incorporation into the Sustainable Sydney 2030 project) to ensure that businesses can transport goods, that employees can access jobs and that residents can access their daily needs in a sustainable manner.

Sydney is the gateway to Australia and is home to businesses which contribute some 25% of the NSW Gross Domestic Product. In 2006 the City of Sydney had 161,800 residents in 78,801 dwellings and a workforce of 372,000 (including 330,000 who live outside the Local Government Area). Population is forecast to grow to 220,000 an increase of around 35% over current levels .

To assist Council in creating a sustainable transport solution, Maunsell developed an innovative accessibility model that estimated the relationship of residents and employees to public transport and neighbourhood facilities. The accessibility model was then used to identify parking rates that were responsive to accessibility throughout the Local Government Area.
