Specialist Transport Advice

Flow provides specialist advice concerning transport planning and traffic engineering, including expert evidence at Council and Environment Court hearings. We assist in the development of industry guidelines and organise and present at conferences and seminars. We regularly undertake peer reviews of major transport projects and proposed developments and we also undertake safety audits.

Development of guidelines


Ian Clark was responsible for reviewing the Auckland Regional Transport Authority’s guidelines for Integrated Transport Assessments. We presented evidence to public hearings on this issue, and presented the Guidelines to one of the IPENZ Transportation Group meetings.

Angie Crafer has been a key member of the team developing guidelines for the Auckland Regional Transport Authority on Transport Management Associations. She has also worked with the Energy Efficiency and Conservation Association in developing guidelines for School Travel Plan coordinators.

Ian and Angie have lead a series of training workshops relating to the ARTA guidelines on ITAs and ulti modal developments.

Organisation of conferences

Expert evidence


Ian Clark, Bronwyn Coomer-Smit, Angie Crafer and Karl Hancock, have all prepared and presented evidence at local council hearings and at the Environment Court.
